Hey idk you but maybe consider cognitive behavioral therapy. I found myself being an outsider when I was younger bc I wasn’t necessarily the best to be around. I also became a lot happier and a better person to be around after therapy. I’m also 23 so I hope this info helps you 😁

A uni degree should mean absolute nothing in terms of anything relevant with dates.
Just ask any engineering degree students if they get dates hue hue.
Anyways, from what I can gather, it just sounds like you lack self-confidence.
And it shows in several ways: Comparison, self-pity, and lack of interest.

I can't get out of the city because I have less money, I don't have a car and I don't know how to drive.

Lets handle one problem at a time.
If you're in a city, you're in a prime location already to meet people.
So, lets say you stay in the city for the time being.
That being said, scratch the car idea. If its a medium-big city, you won't need a car to get around.
How comfortable are you taking public transportation in your area?
Is the cost feasible? If yes, start by putting yourself in recreation spots more often.

on my lunch break, here's how I would start, make 2 resumes(and 2 cover letters). 1 for applying to jobs relevant to what you did in school, the other for sales/general labour/customer service etc you get the idea.
start to send them out(just change the position title in your cover letter for each job). apply to all jobs relevant to your field minus all the ones that require 10+ years of experience, as for the sales/service jobs apply to all, don't even read the description just click apply, attached resume/CV and send. aim for 50+ jobs a day.

now when you have a bit more money learn to drive and in time when conditions allow buy a used car.

let me tell you something I was super shy in highschool, like I was scared to present in classrooms, but during college years I thought fk it, if you want to do something just do it, am I gonna be a bitch my entire life? gradually I looked forward to present and didn't really give a shit about how others perceived me.
I had a bunch of customer service/ warehouse labour jobs after graduation and it really opened me, a lot of it is talking to customers and talking shit with a bunch of truck drivers I used to work with at warehouses.
again ask yourself: am I gonna be a massive bitch and cuck? if you said no, good for you and I wish you well on your road to success, if you said yes there's nothing anyone can do for you whatsoever.

one last note, get those dumbbells.

If there's a local comedy club you should try signing up. Sure you will suck at jokes and stuff but it will be out of your comfort zone. You could be the next Bobby Lee although you're not fat. lol

your negativity toward yourself need to stop, your Outlook with everything needs to change.

instead of saying I can't, say I will do. how can you develop yourself into a person you respect?

you're still young, there are many path to take. become successful with yourself, and the rest will follow.

love yourself and people will love you for you.
