It depends on the context, If she says it like:

1. Paris Hilton "that's hot" - then it probably means nothing
2. "omg that dude is hot" - then his sexually attractive
3. "that guy holding that new iphone, looks hot" - his probably stolen that phone
4. "he looks hot in that sweater" - its summer why the hell is he wearing that?
5. "Dude why are you acting so hot?" - why is he acting so shady?

etc, etc, you get the idea…

Talking in code will get you nowhere in life. I like to be straight up, even if that means possibly being too blunt. I've got boundaries though. I try not to hurt people's feelings.
