Unfortunately it is so. I personally would have loved Mushu if they kept him but adapted him. Even if he wasn't part of the story as Comic relief, the idea of having a powerful ancestor in the form of a Dragon watching over her, giving her guidance really appealed to me. I suspect the Phoenix is taking on that role symbolic or not.
