The image compression on forum avatars seems to be set way too high; most look like a blurry mess.

That's because a decade old software never changed their default settings. The Online Users and Newest Users sections use the very same images.
Changed some settings, but only new avatar uploads will be higher quality.

Please note that this will slow down the perceived speed of the site even further. Larger images take longer to load; hence, lots of higher quality images in the online-users list will make the time until everything has loaded completely even longer than now...
